It's Christmas in Gotham City as a birdlike man called the Penguin emerges from the sewers below. He is joined by the feline creature known only as Catwoman, and the two embark on a campaign to get the Penguin elected mayor and to destroy the reputation of Batman, Gotham City's hero.
