By the end of the 1980s, the New Jersey shoreline had become one of the most polluted in the United States. Beach closings were at an all-time high, wildlife was diminishing, and in one dramatic example, over 1,000 dolphins washed ashore along the Atlantic coast from Florida to New Jersey.
