What can South Africa learn from sub-Saharan Africa's economic performance over the last decades of the 20th century and the relatively disappointing results of reform programmes in the region? This study examines both the general and specific influences underlying the region's under-achievement, compares the Southern African countries, and identifies the measures that are necessary to enable South Africa to achieve a growth path that is substantially different from the rest of the sub-Saharan experience.
