Kaeso becomes caught up in the conflicts of ancient Rome - Nero's dream of a new city of eternal sin and St Peter and St Pauls' dream of a city of God. There are disturbing parallels drawn between corruption of a system in decay and the teachings of an austere religion with the modern world.
